When drafting cards, and the card row is full, the card on the far right is cut off, and the icon in the bottom right is hidden. This only happens in a higher player count game (2p works fine), and it also only happens on mobile (looks fine on desktop). The actions still trigger just fine if you select that card, it's just an inconvenience because you don't know what action you're going to get when you draft it.
