Al Capone received $4 million, but there was $2 on New York, $2 on Kansas City, and -$2 on St. Louis. Page 16 of the given English language rules say "Concerning Chicago, the 'prison', 'hospital', 'banished', and 'revolver' cards are worth 0, and no sanction is applied." On page 17, the -$2 card is referred to as "theft".
