Since there are no more bidding actions once each player has chosen a different position, the last person to bid would essentially just give away points to the other player(s) if not bidding the minimum amount.

I just made the mistake of bidding 4 VP instead of 0 for 1st in one of my own games, not realizing the other two players had already bid for 2nd and 3rd. In this case it was an honest mistake, but I could see it potentially being abused.

(And just to clarify: I'm only talking about the very final bid before the game starts. You would still be able to bid any amount while there are other players still bidding.)
