The way it is now, we have to scroll past the Space Station Parts to get to our Ship Cards. This makes it harder to see the information we need to make all actions. -

But in different moments I need different views - that's why different tabs are implemented. If everything is displayed at the same time, I have to roll to see _something_ anyway.
Question of whether diplomacy is more important than ships seems very subjective - do You like to look where You have advantage (or whether Your advantage wasn't recently usurped) and then choose an action, or choose an action You need and then maybe check whether it will come with expected bonus/won't give other player a large bonus?
I won't deny it my be important for You, but it's just as probable that another player would prefer it the other way around and will be upset. If the order is not fully configurable (which would be quite a large task I think!) - such a tailored change would be IMO doubtful.
