But despite the status of that suggestion, this is *not* implemented (or the implementation is bugged).
If you look at the start of the linked game, with "include all characters" option activated, you can see that these two characters are not available. That is because the "include all characters" variant is about something else entirely (It's about not randomly removing characters at the start of the game depending on the number of players).
