When it is not your turn, there is no way to see which Prisoners and Tools are still available.
I suggest one of two solutions, both of which would improve the interface when it is your turn too:
1) Stack these piles so the important information (just the left strip) does not overlap (you can see the left side of all of the available cards)
2) When you hover over the stack, it shows you the available entries in the stack. -
