"Item Lev 0" slot (first slot of the "During Game" section on the Mutation board) already occupied by default "Item Lev 0" preprinted card. So, it shouldn't be occupied by any other cards, like TC-10, SV-4 and others.
Only BR-09 "Item Lev. 1" card can be put there as it is directly specified on this card "Place on the Item Lev. 0".
Or, at least, user should be informed while covering "Item" slot that he will have no slots for equipment. -
