I looked up the pdf rules on bgg and you are correct, they don't reference the 2 points.
However, I own a copy of the game, that I received from pandasaurus correctly, and have uploaded a photo of the paper rules enclosed with my game. They do include this rule. I played the actual game per the paper rules before ever playing it on bga. Please advise.

I believe the intention is to give 2 points for unused action tiles
