Wait... that's exactly how it's supposed to work. You either get the lower reward ($2) or the higher one ($2 + $2 & 2VP).
I'm not following what the problem is exactly. Maybe you could explain it a different way, provide some screenshots of what you're seeing, and explain what you would like to see instead?
The option to cash in my career goal said "Career Goal: $4" making it look like if I pushed that button, it would force me to use my $4 goal when I only wanted to use the $2 one. However, upon clicking the button it took me to a sub menu where I could select which of the two rewards I wanted. I was able to successfully select the $2 option.
