The Merchant rule isn't applied at the end of game when development cube tracks are filled. I delivered a white coal cube to a city but was not given the choice to use my merchant tile and place that cube on another development track. I suspect this is because I already had 2 development cubes on the board so the computer just eliminated the development cube... even after charging me 1 thaler for it.
