I tried to respond to another player stealing from me, but there was only 2 options instead of the usual 3 when you are stole from. My options were to either block with an ambassador or to block with a captain. The option I wanted ,which was to challenge the claimed captain, was not showing on my ui.

I speculate that it may be related to how on the previous move I also challenged a captain claim(unsuccessfully).
You were allowed to challenge the captain stealing from you. You did. You were wrong, so you lost a card. THE CAPTAIN WAS LEGIT, SO THE STEAL STILL HAPPENS. You obviously can't challenge the captain at this point - we've proven it was a real captain. So the "second chance" prompt only allows you to block.
Replay + game log proves everything is working correctly.
First prompt at move 83 has 4 buttons:

Move 84
centof challenges djchizzad2015 to reveal the Captain!
djchizzad2015 reveals the Captain as claimed.
djchizzad2015 discards the Captain, shuffles the deck, and draws a replacement.
Move 85
centof loses the Duke.

Basically you already did it. Your already challenged in move 83 so you can't do it again in move 85.
